<p class="descender">&#x201C;Dr. Strangelove&#x201D; is a lot less scary than it used to be. When Stanley Kubrick&#x2019;s great, dark satire first appeared in theatres, not long after the Cuban missile crisis, the laughter of audiences was laced with dread. Back then, the spectre of <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> war&#x2014;of global <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> war, war that would, as the clich&#xE9; of the time had it, leave the survivors to envy the dead&#x2014;was a constant presence. That fear held the world in its grip for forty years, from the first Soviet atomic test to the Soviet Union&#x2019;s peaceful dissolution. Today, on DVD, &#x201C;Dr. Strangelove&#x201D; is a period comedy. It remains as brilliant as ever, but the laughs it provokes are uncomplicated, because the danger it drew upon has abated nearly to nonexistence. Today, we live with a different kind of <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> terror. It is narrower, and it no longer presents an existential threat to all of civilization and all of human life. But in no way is it less&#x2014;well, worrying.</p>
<p>On April 5th of last year, in Prague, President Obama said, &#x201C;In a strange turn of history, the threat of global <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> war has gone down, but the risk of a <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> attack has gone up.&#x201D; On April 13th of this year, in Washington, he said, &#x201C;Two decades after the end of the Cold War, we face a cruel irony of history: the risk of a <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> confrontation between nations has gone down, but the risk of <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> attack has gone up.&#x201D; During the year between those two nearly identical admonitions, an enormous amount of mostly quiet diplomatic and technical work was done. </p>
<p>Earlier this month, in an eight-day whirl of public activity, the President demonstrated the seriousness of his Administration&#x2019;s thoroughly post-Cold War approach to American <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a>-weapons policy. The central purpose of that policy is no longer to deter an attack from Russia or China. It is to galvanize an international effort to combat <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> terrorism and <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> proliferation. On April 6th, the Department of Defense released its <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">Nuclear</a> Posture Review, the first since 2002, which reduces the role of <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> weapons in America&#x2019;s national-security strategy. Among other things, it explicitly narrows the circumstances under which the United States would consider using <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> weapons, ruling out their use against non-<a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> countries that adhere to the provisions of the Non-Proliferation Treaty. On April 8th, Obama was back in Prague, to join Dmitri Medvedev, the Russian President, in signing what is being called New Start. Under the treaty, which supersedes the old Starts, negotiated by Presidents Reagan and Bush the elder, both countries will reduce their strategic-warhead deployments by nearly a third and their launchers by half. </p>
<p>Finally, on April 13th, Obama took the chair of a <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a>-security summit. With leaders of forty-seven countries in attendance, it was the largest international gathering that an American President has convened since the founding conference of the United Nations, in 1945. Its commonsense goal&#x2014;which the previous Administration pursued somewhere between lackadaisically and not at all&#x2014;was to persuade participating governments to &#x201C;lock down&#x201D; their bomb-usable <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> material, much of which is stored in military, civilian, and university installations that are dangerously insecure. (Commitments were made; whether they are kept will be tested at a similar conference two years hence.) Obama&#x2019;s <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> spring will conclude in May, at a U.N. session aimed at strengthening the Non-Proliferation Treaty, which the President has made the organizing principle of his new <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> strategy.</p>
<p>All these steps fulfilled promises that Obama made in Prague a year ago. The New Start treaty was concluded a little behind schedule, thanks to last-minute Russian foot-dragging. That &#x201C;Dmitri, we agreed&#x201D; of Obama&#x2019;s came in a phone call after Medvedev started to backtrack on some missile-defense detail. Obama got mad, according to the <i>Times</i>. &#x201C;We can&#x2019;t do this,&#x201D; he went on. &#x201C;If it means we&#x2019;re going to walk away from this treaty and not get it done, so be it. But we&#x2019;re not going to go down this path.&#x201D; Then he hung up, and Medvedev decided, on reflection, not to walk away. Obama is likely to face at least as much recalcitrance in the first domestic test of his new <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> approach: getting the sixty-seven senatorial votes needed to ratify New Start, which will mean winning the support of at least eight Republicans. Despite the G.O.P.&#x2019;s current pride in being the Tea Party of No, this is not as unlikely as it may appear.</p>
<p>The Republican and conservative response to Obama&#x2019;s <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> diplomacy has been mixed. Way, way over on the talk-radio right, Michael Savage announced on his Web site that Obama is &#x201C;<span class="smallcaps">DESTROYING OUR MILITARY BY SIGNING AN INSANE <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">NUCLEAR</a> TREATY WITH RUSSIA.</span>&#x201D; (In written as in spoken language, Savage prefers all caps.) On Sean Hannity&#x2019;s Fox News program, Sarah Palin said&#x2014;oh, never mind. Something about kids getting punched on playgrounds. Also on Hannity, Newt Gingrich called Obama&#x2019;s approach &#x201C;a fantasy,&#x201D; making him &#x201C;potentially the most dangerous&#x201D; President ever. The Washington <i>Post</i> columnist Charles Krauthammer wrote that Obama&#x2019;s &#x201C;parade of world leaders&#x201D; is &#x201C;an exercise in misdirection&#x2014;distracting attention from the looming threat from Iran, regarding which Obama&#x2019;s 15 months of terminally naive &#x2018;engagement&#x2019; has achieved nothing but the loss of 15 months.&#x201D;</p>
<p>It is true that the President&#x2019;s April diplomacy has not been aimed overtly at Iran, but that&#x2019;s not misdirection. It&#x2019;s indirection. If Iran is to be pressured in any meaningful way, America cannot do it alone. Those months of engagement&#x2014;and of <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> peacemaking&#x2014;may have done little to affect the mullahs&#x2019; behavior, but they have been an absolute prerequisite to winning any real co&#xF6;peration on sanctions from Iran&#x2019;s non-trivial trading partners in Europe, Russia, and China. It&#x2019;s not as if the hard right had an alternative to offer, other than complaints followed by war&#x2014;a war that, according to Senator Lindsey Graham, who would favor it as &#x201C;a last option,&#x201D; would have to be &#x201C;done in a decisive fashion,&#x201D; leaving Iran without &#x201C;one plane that can fly or one ship that can float.&#x201D; Is it really necessary to point out how utterly catastrophic such a war, in the wake of two other wars on Muslim soil, would be for the interests and economies of the West?</p>
<p>A more rational note was struck on the op-ed page of the <i>Wall Street Journal</i>, of all places, where six right-of-center foreign-policy sages were invited to comment on the <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">Nuclear</a> Posture Review and New Start. George Shultz, President Reagan&#x2019;s Secretary of State, had praise for both. Paul Wolfowitz, Deputy Defense Secretary under George W. Bush; Fred C. Ikle, a Reagan defense official; and James Schlesinger, President Nixon&#x2019;s Secretary of Defense, offered criticisms so mild they might have been mistaken for lukewarm support. Richard Burt, who negotiated the first Start treaty for Reagan, wrote, &#x201C;The Obama Administration&#x2019;s <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> posture review, together with the new Start treaty with Russia, will strengthen American security and reinforce the nation&#x2019;s global leadership.&#x201D; Only Richard Perle&#x2014;the Reagan Administration&#x2019;s &#xFC;ber-hawk, and Burt&#x2019;s archrival&#x2014;denounced Obama&#x2019;s efforts as &#x201C;dangerous, short-sighted policy.&#x201D; But not even Perle demanded that the Senate refuse to ratify the treaty. </p>
<p>With non-opposition&#x2014;and a bit of outright support&#x2014;coming from such quarters, it&#x2019;s hard to imagine that Senate Republicans will be able to maintain their solid rejectionist front. Even so, Obama will probably have to do some compromising on &#x201C;<a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> modernization&#x201D; and similar conservative security-policy fetishes to get the handful of Republican votes he needs. But his consistent, well-co&#xF6;rdinated <a href="http://news365online.com/tag/nuclear" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nuclear">nuclear</a> diplomacy is beginning to bear fruit. &#x201C;We&#x2019;ll keep our fingers crossed, Dmitri,&#x201D; President Muffley told Premier Kissov over the phone from the War Room, as the rogue B-52 flew past the fail-safe point. &#x201C;And remember, there&#x2019;s just one thing: we are all in this together.&#x201D; On that point, President Obama would agree. And, especially after this month, his movie has a better chance than Kubrick&#x2019;s for a happy ending.&#xA0;<span class="dingbat">&#x2666;</span></p>
